By clicking through to the Fans page, you can see who has marked you as a Favorite in Picasa Web Albums. These folks like your photos so much they chose to be notified whenever you upload new public content. If you choose to return the interest and add them as a Favorite, they'll be notified promptly and you'll show up on their Fans page.
